And Ancelotti is determined to try and change the situation, having returned to Italian football for the first time in nearly a decade.
He told DAZN: "It was an important decision. First of all, I wanted to go back to Italy and work in Italian again.
"After that, there was the project put forward by the club - Napoli approached me and I wanted to go back to Italy.
"Napoli are a side with a lot of quality, but they have not yet reached the highest step, despite going close. With my ability, I hope I can take this club onto that highest step."
Meanwhile, former Chelsea boss Ancelotti also confirmed that there had been interest in his services from the Premier League, but he preferred to take up an option back in his homeland.
He added: "England attracted me, but when I was contacted by Napoli I told myself that the time had come to return."
Napoli are available at 6/1 to win Serie A this season, with Juve priced at 1/5 and Inter Milan 14/1.
The men from Naples began their campaign with a 2-1 victory at Lazio last weekend and welcome AC Milan to the San Paolo on Saturday.
