Jesurun Rak-Sakyi had given the visitors the lead just before halftime, but Ryan Hardie equalised for Plymouth with nine minutes remaining.
Tijani, a 24-year-old substitute, scored the winning goal in the 88th minute, netting his second goal of the season for the Greens.
The win boosts Plymouth Argyle's chances of avoiding relegation from the Championship.
