Los Che were first linked with the 20-year-old in December last year and have submitted a proposal to bring him to the Mestalla Stadium at end of the season.
But they must fend off competition from Manchester United, who sent scouts to watch him last week, Inter Milan and Monaco.
Mensah, an offensive midfielder, has scored four goals in 27 league appearances for his Portuguese side Vitoria Guimaraes.
