Nwakali will jet out of Murtala Muhammed International Airport in Lagos tonight and arrive in north London tomorrow.
He will then cross the t's and dot the i's on a contract until 2021.
It is expected Nwakali will be sent out on loan if his bid to secure a work permit is rejected by the Home Office.
Nwakali - who reportedly attracted interest from Chelsea, Manchester City and West Ham - captained Nigeria to Under-17 World Cup glory last year.
He will become the Gunners' fourth signing this summer after Granit Xhaka, Takuma Asano and Rob Holding.
