Ibe scored again on 45 minute to make sure United take the win in the first half with a 3-2 score line.
Andrew Idoko doubled the lead 5 minutes into the first half in what later became the decider as Joel Odoh pulled one back for Rangers, but it only became a consolation after 90 minutes.
Katsina United are 6th with 44 points after the win while Rangers International are still top of the log, but lead second place Lobi Stars on goal difference.
