The French Professional Football League (LFP) voiced their disappointment with FIFA's handling of the World Cup qualifiers in South America in September, as did other European leagues.
FIFA's decision not to provide call-up exceptions to nations that require quarantine upon re-entry has also angered the Italian and English top flight leagues.
Paris Saint-Germain, for example, will send its two best players, Lionel Messi and Neymar, to Argentina and Brazil for a series of World Cup matches.
"The LFP regrets that FIFA has failed to take into account the interests of national leagues nor those of the clubs that employ the players," the French league said.
