The Reds saw a £14m bid for the American turned down in the summer but are reportedly ready to return for the 18-year-old in January, "?according to the Daily Mail.
Red Bull Leipzig were also unsuccessful in their pursuit of Pulisic in the summer, with Dortmund only interested in bids close to £27m.
Pulisic's potential game time at the Bundesliga club had looked in danger during the summer after Dortmund signed Ousmane Dembele and Emre Mor, but he has still appeared in eight Bundesliga matches and four Champions League ties, scoring twice and creating five assists in those two competitions.
The club are now keen to keep hold of Pulisic, with some fine performances making Dortmund even more reluctant to sell.
Pulisic has made a positive impression during his time at Dortmund, featuring in nine Bundesliga games and scoring twice last season after developing at their academy. He has also set some impressive records during his time at the club, becoming their youngest player to appear in the Champions League and the youngest foreigner to score in the Bundesliga.

Liverpool are reportedly eager to recruit the USA international, with Danny Ings ruled out for the rest of the season through injury and Sadio Mane likely to be called up for Senegal for the upcoming Africa Cup of Nations tournament starting in mid-January.
The future of Philippe Coutinho has also been the subject of intense transfer speculation in recent weeks.
The 24-year-old attacking midfielder has been one of Liverpool's key performers since his arrival at the club in 2013, and has started this season in terrific form, picking up four goals and four assists in the Premier League so far, as part of a formidable attacking three alongside Mane and Roberto Firmino.
