Allen, who joined Liverpool for £20m has one year left on his contract and with Liverpool hoping to recoup some of that money he is expected to leave during the summer.
Swansea are rumoured to be the frontrunners to sign the Welsh international who was a fan favourite at Swansea during his time there.
Joe Allen is unlikely to see too many first team opportunities next season with Liverpool being linked with plenty of new faces in the midfield area and will see Swansea as a chance to play week in week out again.
The news comes off the back of Allen having a largely impressive season for Liverpool under the guidance of Jurgen Klopp.
The man much ridiculed for his poor performances in his time at Liverpool was a shadow of his former self under Klopp and actually had fans complaining when he wasn't in the starting line up.

Allen featured in nine games in the Europa League campaign including starting in Villarreal and impressing in the midfield.
He played in 18 Premier League games, scoring twice and the majority of Liverpool fans will be sad to see the "Welsh Pirlo" leave should he opt to say goodbye to Anfield.
Should the transfer happen it is unlikely to happen anytime soon with Allen concentrating on a big summer ahead as he and Wales look to put on a good showing in France this June.
