Conte is keen to add to his defensive reinforcements next season, and the Dutch centre back De Vrij has been an apparent long term target, with the Blues reportedly failing with a bid last summer.
However, a move in the summer now looks more likely after De Vrij rejected the chance to extend his contract with Lazio beyond 2018.
Serie A's fourth placed side have the third best defensive record this season and De Vrij has become an integral figure in their imposing backline.
Club President Claudio Lotito is understood to be holding out for £35m for the 24-young-old, and Manchester United, who have previously been connected, could yet start bidding war with Chelsea.
Felipe Anderson meanwhile has been one of Serie A's standout performers this season, scoring two and bagging seven so far this season.
The Brazilian creative midfielder is attracting interest from a host of clubs, including cash-rich PSG and the 23-year-old is touted as being worth close to £40m.
