Although Osayi-Samuel was close to departing in the summer, Fenerbahce held out for a suitable offer.
With the transfer window set to reopen next month, Palace is now positioned to finalize the signing.
Osayi-Samuel played a pivotal role in Fenerbahce's Turkish Cup triumph last season and is anticipated to feature in Nigeria's squad for the 2023 Africa Cup of Nations.
